... It really never gets easier, does it? [Their scapegoats...] We messed up real bad our first trial, too. And Molly lost a best friend because of us.

Miss Ghost volunteered to get voted, since we didn't have anything else to work with. The execution spared her, but ended up sending somebody else to the grave.

And tomorrow won't be any different... Bucky didn't do anything, and whoever joins him on the stage will probably be innocent, too.
