Abstaining randomized your vote for someone. You could vote for yourself without penalty, so some did that. Most people voted for someone. Royce always voted for who he thought was guilty.

With the set up like that, and with all of us bein' exhausted of these things.... That shadow thing is probably a failsafe for them to have the entertainment they're lookin' for. The less people kill, the more people get out with their hostages.
